Duties and Authorities of the Associate Dean for Academic and Scientific Affairs

Main Duties and Authorities of the Associate Dean for Administrative Affairs

The Associate Dean for Administrative Affairs exercises the following powers:

First: Administrative Authorities

  1. Assigning and coordinating the work of administrative and technical staff across all college divisions according to the college’s operational requirements, ensuring proper distribution to meet the needs and interests of the College.

  2. Issuing orders related to appointments, transfers, retirements, and resignations.

  3. Approving regular leave for technical, administrative, and contracted staff, both within Iraq and abroad.

  4. Approving promotions for technical and administrative staff of the College.

  5. Approving the assignment of College staff to additional academic work.

  6. Approving medical reports issued from inside or outside Iraq for all College staff, provided that such reports comply with the rules and regulations of the Sick Leave System No. (76) of 1959 and its amendments.

  7. Implementing necessary administrative staff transfers within the College in accordance with public interest requirements and in coordination with the College Deanship and department heads.

  8. Signing orders granting regular leave, summer vacations, and legally mandated retirement rewards for College staff.

  9. Signing annual increment and promotion forms for administrative and technical staff.

  10. Granting maternity leave to female staff in accordance with applicable decisions and instructions.

Second: Financial Authorities

  1. Approving the submission of financial statements and additional periods in accordance with specialized committees, general contracting conditions, and applicable laws and regulations.

  2. Authority to distribute financial allocations among academic departments in coordination with the respective department heads.

  3. Approving professional, engineering, hazard, and other allowances in accordance with laws, regulations, and instructions.

  4. Recommending the referral of department staff to investigation in accordance with the State Employees Discipline Law.

  5. Proposing the issuance of dismissal decisions due to absenteeism exceeding allowed limits for students of the department or branch, subject to approval by the College Council.

  6. Approving and disbursing travel advances for academic, technical, and administrative staff for College-related missions within Iraq for the appropriate duration.

  7. Issuing administrative orders warning or failing students due to absences or noncompliance with regulations.

  8. Issuing administrative orders for lectures to be delivered by staff or external lecturers (in coordination with the College Deanship), opening and reviewing the relevant records or forms, and following up on their disbursement through the department in coordination with the College Finance Department.
