A master’s thesis entitled “Fraud in Markets and the Role of Hisbah and the Muhtasib in Detecting It through the Book Ma‘alim al-Qurba by Ibn al-Ukhuwwa during the Abbasid Era (132–656 AH)” was discussed on Tuesday, December 16, 2025, at the Department of History, College of Education for Humanities, University of Tikrit.
The thesis was submitted by the student Khalid Marbad Khalifa Al-Jubouri.
The study examined state supervision of markets through the institution of Hisbah, which represents one of the distinguished Islamic systems that played a significant role in uncovering and reducing cases of fraud practiced by some craftsmen, professionals, and merchants in markets. Islamic Hisbah is considered one of the historical tools used to enhance economic security by ensuring fairness in commercial transactions and preventing fraud and adulteration.
Moreover, Hisbah constitutes a practical application of the Islamic legal principle that characterizes the Islamic nation, namely enjoining what is right and forbidding what is wrong, as stated in the Holy Qur’an:
“You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrong and believe in Allah.” (Qur’an 3:110)
